Assembly adopts revised flood maps
The Fairbanks North Star Borough Assembly adopted Ordinance 2026-22 on Thursday, October 22, according to the borough clerk's action memo. The ordinance adopts revised flood insurance maps and a new flood insurance study and updates floodplain rules to keep the borough in the National Flood Insurance Program.
The ordinance estimates the new maps would remove about 2,881 structures from the special flood hazard area and add about 538, a net drop of about 2,343. It says residents could save more than $15 million on flood insurance. The borough says the maps took more than 11 years of work with FEMA, and the Planning Commission recommended approval unanimously on September 8.

Data center permit pause goes to the Planning Commission
The Borough Assembly on October 22 referred Mayor Grier Hopkins' proposed Ordinance 2026-42 to the Planning Commission, with a recommendation due back in 90 days. The ordinance would place a temporary moratorium on land use permits for large-scale data centers in the borough through the end of 2027. The referral is not adoption.
A memo from Community Planning Director Kellen Spillman says the timeline would let the borough update and adopt its new Comprehensive Plan. The ordinance says data centers became a prominent topic during that update. It defines a large-scale data center as one with peak electrical demand of 5 megawatts or more, more than 50,000 square feet of data center floor area, or on-site generation of 5 megawatts or more.

OPENGVEA returns to normal operations after energy alerts
Golden Valley Electric Association returned to Energy Emergency Alert Level 0, normal operations, at 7 p.m. Saturday, October 24, after one of two generation units under scheduled maintenance returned to service. The co-op says no action is needed from members. GVEA had issued a Level 2 alert Monday, October 12, urging members to conserve and prepare for possible controlled outages, and a second alert, a Level 1, KUAC reported October 22. GVEA spokesperson Ashley Bradish told KUAC in October that more Level 1 and Level 2 alerts are likely because the generation shortfall is not a quick fix.
Still unresolved: GVEA says maintenance continues on a second generation unit and construction on the Railbelt Intertie is still underway.
Next checkpoint: A new GVEA energy emergency alert, or the second unit's return from maintenance.
