Monterey Police's Flock license-plate reader system has operated since late 2024

Monterey's primary records show that the City Council approved the police department's automated license-plate-reader program on April 2, 2024, and that the police department returned to the council on September 17, 2024, for approval of the procurement contract with Flock Safety. This is an active law-enforcement surveillance system, not a proposal or pilot.

The department's Flock transparency portal lists 35 cameras and was last updated June 13, 2025. The 2025 annual report says the department gives the City Council an update every April.
