Business & Commercial Development

Major development

NXS National Complex remains Proctor's biggest development story

The proposed NXS National Complex would transform roughly 90 acres near Kirkus Street into a multi-phase sports, housing and commercial development.

Plans described publicly include a year-round sports dome, hotel, restaurant space, apartments, outdoor recreation and later phases with expanded housing and additional commercial uses.

At the beginning of 2026, Mayor Chad Ward said a phase-one groundbreaking was planned for spring. A later official public update confirming a construction start has not been posted, so the project remains in Still Developing below.

Economic development

Proctor EDA meets monthly on development, housing and business issues

The Proctor Economic Development Authority meets on the second Tuesday of each month at 6 p.m. at the Proctor Area Community Center.

The City's comprehensive-planning framework identifies economic development, housing, land use, transportation, utilities and community infrastructure as long-range planning priorities.

Schools

Facilities

District facilities planning moves from assessment toward priorities and community involvement

Proctor Public Schools began a comprehensive facilities-planning process earlier this year to assess the condition, function and long-term needs of district buildings.

The School Board's August 3 work session reviewed assessment results, demographics, highest priorities and options moving forward. The agenda also identified a possible task force and future community involvement as the district develops its facilities strategy.

The district has already adopted its long-term facilities maintenance plan for 2026-27.

District recognition

Two Proctor staff members hold statewide professional honors

Proctor Public Schools highlights Community Education leader Roxy Olsen-Hurst as a 2026 Minnesota Community Education Association Community Educator of Excellence Award winner.

Transportation Director Chad Lawrey was named the Minnesota Association for Pupil Transportation Administrator of the Year.

Public Safety

Police technology

Proctor Police plans fall rollout of 8 body-worn cameras

The Proctor Police Department says all licensed officers are expected to receive body-worn cameras in fall 2026.

The department purchased 8 Motorola V700 cameras, which can integrate with existing patrol-vehicle camera systems. The City held a public-comment and survey period in late July and August, with a public-comment opportunity at the August 17 City Council meeting.

The City's current body-camera page says the policy must be in place and officers trained before the cameras become operational in the field.

Community & Faith

Community hub

PACC combines City Hall, community education and meeting space

The Proctor Area Community Center houses City offices, Proctor Public Utilities, Police services, school-district community education and the Proctor Food Shelf.

Community Education office hours are Monday through Thursday from 8 a.m. to 3 p.m. The building also rents meeting rooms, a multipurpose room, library space and kitchen facilities, with Proctor residents receiving a discount on most hourly room rates.

Faith community

Five places of worship are listed within Proctor

The City's current community directory lists Community of Christ Church, Forbes United Methodist Church, St. Rose Catholic Church, The Landing and United Lutheran Church of Proctor.

Public community-service activity, food assistance, gatherings and other locally relevant programs will be included when current information is available.

Arts, Recreation & Community Life

Proctor Fairgrounds

Chill on the Hill R/C races run October 1 through 4

The Lake Superior R/C Car Club's Chill on the Hill event is scheduled from Thursday, October 1 through Sunday, October 4 in Proctor.

The club describes itself as a family-oriented organization where participants of different ages compete in radio-controlled car racing.

Local identity

Railroad history remains central to Proctor's civic identity

The City traces Proctor's history to its 1894 incorporation as Proctorknott and more than a century as a railroad town tied to the movement of iron ore toward Duluth's ore docks.

That railroad history remains visible in community branding, the Rails school identity and annual local events.
