AI-driven data-center demand is now a land-use issue next to Proctor

Midway Township adopted a temporary moratorium on data centers in August while it studies possible zoning rules. The township's ordinance explicitly cites artificial intelligence, cloud computing and other digital infrastructure as drivers of increasing data-center development.

The ordinance defines data centers to include facilities used for AI generation and directs township staff and the Planning and Zoning Commission to study the issue. That makes AI infrastructure a current land-use question immediately outside Proctor.

  • Moratorium adopted: August 6, 2026
  • Current endpoint: Earlier of August 31, 2027, or one year from the effective date

St. Louis County Sheriff's Office has a formal generative-AI policy

The St. Louis County Sheriff’s Office policy manual contains a dedicated “Generative Artificial Intelligence Use” section. The policy allows authorized office members to use approved GenAI systems for official work while requiring training, human review and verification of AI-generated material.

The policy says AI-generated content is draft material, requires independent checking of facts and sources, and directs staff not to place nonpublic investigative or sensitive information into a GenAI system unless contractual safeguards are in place. It does not by itself identify every AI product currently in operational use.

  • Policy manual: Section 355, Generative Artificial Intelligence Use
  • Local significance: Formal rules exist for AI use inside the county sheriff’s office
